No drain holes in motor well ?

I picked up this 79 Galaxy 16' about 6 months ago and have it about ready to go, but oddly I noticed there are no drain holes in the motor well splash pan. Was this thing designed to carry 3" of water in it or is there supposed to be some light of siphon tube looping over the back and down the bottom of the boat to suck it out or ?

Lots of boats were designed without drains in the splash well, pretty common. They are not hard to install if you are so inclined.
