Should outboard be sitting on transom top?

Have a friend who just got a late 80s Whaler with a late 90s Honda 90. The engine is of course bolted to the transom but it sits above the top of the transom. There is a good two inches of clearance between the motor and the transom top.

Should this be a source of concern? Or is this normal?

That happens when the motor is raised to get the sweet spot for the best performance. No concern at all.

^^^ exactly, I have a CMC TnT unit on the back of my boat that has nothing hanging over the transom with the motor bolted onto the unit. All the weight is supported by the 1/2" bolts.
