Lenco trim tabs

I just purchased a set of Lenco trim tabs and only see the directions saying drill holes 3/8in. up from bottom of the transom. Do I mount them on the transom close to the sides of the boat or close to the outdrive as possible, or somewhere in between. I hope someone can understand my question. Do you need more details or a better explanation ? Boat weights 5000 lbs with a 5.0 merc. 23 ft long

Thanks. I do not know why I did not see the 1 to 4 inch. from chine on my diagram. I guess I just need to look at the pictures more instead of actually reading.
