Trolling motor tray foot pedal pan for Ranger bass boat

After looking through the archives here, I haven't been able to find any threads about installing a recessed foot pedal tray in Rangers. I know there is a lot of foam under there, but was hoping someone else had some insight. All the youtube videos are for other boats and don't have much foam. I have a 2003 175VS, so it has a little shorter deck. Part of the tray will end up into the front of the middle compartment, and will also need to cut or remove the two top/inner pole tubes. But, there is also molded into the underside of deck, between the seat post and the accessory opening, is a half section of 1" pvc pipe, open at the front and sealed at the back about 18 inches long. Not sure what it's purpose is, and before I cut it, will I be wishing I didn't? I'm a little chicken about cutting a gapping hole into my nice deck, so before I do, was hopeing someone could ease my fears.
