1989 bass tracker controls

I am working on a boat trying to get it running
Hasn't been run in awhile and I want to try to get it running to make sure it is worth putting work and money into it. I am totally new to this and been looking through this site.
I have got the motor to turn over and run for a few seconds
How does the throttle work?
Can I move it without putting it in gear.
If I can't is it ok to move it with water hooked up.
Can I spray starting fluid in the black plastic thing covering the carbs

I don't want to screw anything up trying to start it
It is a 150 evinrude on a 18 ft glass bass tracker
I hooked it to a small tank and it has a mix tank hooked to the motor for oil

To start with DO NOT use starting fluid to start a motor, that is about the worst thing you can do to a 2 stroke motor. It washes the 2 stroke oil off of the internal bearings, use some pre mix in a spray bottle if you think it needs to be primed. find a set of muffs and hook to a hose when trying to start and run it or it can destroy the water pump. and their should be a warm up leaver and a choke button on the control box to aid in starting. It is normally not a good idea to try and out it in gear if the motor is not running at the time it can bend shifting stuff.

I think when you push in the key it chokes the motor
I don't see a warmup lever but most switches have most of the writing worn off
Can you adjust the throttle when it's idling without shifting it to keep it running

Some motors are as you say- push the key inward and it will give a little fuel, many pushes can flood it though. There are different ways to add rpm in neutral on diff motors. Not all have the lever but it is the usual method of older motors. At idle it should not stall.

A picture of the controller will sure help, it may be the type that has a push in button that releases the gear drive and allows the main gear shifter to be used as a warm up.

Ayuh,.... For throttle only, either push in on the square button in the center of the handle,...
Or,...
The Whole handle will pull Out abit,...
