2001 24' Century CC with 225 Yamaha hydraulic steering problem

I looked at the subject boat on Saturday and it's in amazing shape, however the hydraulic steering appears to be hosed up. The steering wheel turns freely to the right, and will continue to turn to the right as long as you continue to turn it to the right without stopping. However, when you try turning it to the left, it'll may make a 1/2 turn before locking up. I tried to turn it hard to the left but I didn't want to break it. Keep in mind there's not all that much hydraulic fluid in the reservoir but I don't think that's the issue. When it turns to the right you can hear a faint clicking sound, now I'm not sure if that's normal or not but it sounds if somethings in the reservoir, and whatever may be in there is preventing it from turning to the left. Has anyone seen anything like this before? Any thoughts and suggestions would be greatly appreciated.

It needs fluid and to be bled. Fill it properly and then see what it does.
Are the obvious things ok? Engine moves freely? No obstructions?

The fluid is low in the reservoir, and no the engine will not move at all when you push on it. It was my understanding that even if the fluid was low you should still be able to turn the engine from side to side and see the wheel turn. That's not the case here. The engine has been turned to starboard and you can't push it to the port side, nor will it turn to port.
