Teleflex Morse steering shaft lock screw

Hey yall, just a quick question about the steering helm on my boat... There is a thumb screw on the bottom of the steering shaft cover (??) that when screwed in, the steering shaft will lock. I'm curious if this is necessary, and what is it's true function? I figure it's either to lock the steering while trailering, or to adjust the friction on the shaft so it's not too loose if that was ever a problem.

The reason I ask, is this screw is preventing me from rotating the steering mount so that the steering cable won't be in such a sharp curve inside the console. It's hard to explain... if it's got to be there, then so be it.
