Anyone use a T H Marine Aerator Spray Head/Wash Down Combo fitting, part AHVWD-90 (or -92)?:

If so, I've got three questions for you:

1) Can you really turn it to COMPLETELY "off," as in no flow at all, not even a drop?

2) The threaded end on the valve side of the fitting, is that std garden hose thread?

3) Does the thing seem sturdy? Like it would last a few years?

I'm looking to use it "in reverse" by mounting it "backwards" in a Starboard panel (along with a marine twist-lock socket, switch and fuse holder), mounting the panel in the sidewall of my splashwell, hooking my Rule pump (on a submerged transom bracket) to the threaded side (with a garden hose thread connector), then running hose from the hose nipple side under the splashwell to my removable bait tank. The valve is important so I can shut 'er down and prevent water siphoning into the cabin when I don't have the bait tank in the boat.

(Yes, the holes in my transom are filled; I had relocated the eyebolts)
