Johnson 115 Rotary Steering

I have a 1977 Glastron CVX16 with a 115 Johnson. It has rotary steering. It has a transom clamp to the steering cable. It appears that my motor does not turn as far to the right (push) as it should. It turns completely to the left. What I'm thinking is that this boat was designed to use a splashwell clamp and the previous owner jury rigged a transom clamp for some reason. My question is there a method to adjust without buying a splashwell. It looks like I just need another 2-3 inches of travel on the steering arm. It does not have a tilt tube. The arm connects with a clevis to the motor. Is there an adjustment at the rotary drum at the steering wheel? I
