How do you remove the rotary cables from the steering wheel gear box?

That's a pretty generic question. They just unravel around the spool on the ones I've done.

Do you have to turn the steering wheel until the cable unwinds and comes out?

There's a pin that's inserted at the base of the cable housing at the steering hub that keeps the cable jacket in place. That pin has to be removed and then turn the wheel until the cable feeds back out.

you are almost right. there is a pin that is in it's storage place. the pin has to be removed, then inserted in to the release, hole. it is spring loaded to hole the sheathed in place so the cable slides. there also is another style that has 2 bolts on the side of the cable, they have to be removed. then there is the style that the sheath has a nut that threads onto the helm.

then you turn wheel to remove. just opposite to install.
