bilge pump install

well i have a 16' Alpex v haul and i went to put a bilge in the back while putting it in place i noticed in the pocked there was 2 holes on each side that allowed water to go in the bottom of my boat what is that for? When i put the drain plug in and filled the boat with water it would not rise much cause the water was going under the floor. And when i tilt the boat to get it to come to the back to activate the bilge the water is orangey color and i see bits of wood. Can i plug these holes off or not?

they make rubber stoppers to go into those holes.

That's your Floor,+ Stringers rotting away.........

figured that much so plug them then. Why are they there to air out?
