Need non flamable bilge sump cleaner.

I have just purchased a boat that had a water in the engine problem which we're fixing. The problem is that the oil / water sludge which came out of the engine is blocking the part of the bilge channel which we can't reach. We've tried a hose from the front access and Dawn kitchen soap but it won't unblock it because of all the sludge. Can anyone suggest an unflamable bilge cleaner that would work for this

Mine was obviously not as bad as yours, just sticky, oily and filthy when I 1st got her. I removed the bilge pump and switch to clean it and have access to the bilge tunnel.
I used Greased Lightning and Dawn. Close the drain, dump it in, add some water, take it for a drive and slosh it around, let it sit overnight. Drain, rinse with pressure washer.
My friend used the degreaser spray at the carwash, which worked OK.
