What is this piece of hardware?

Just a WAG, but think it was added by the PO to hook a tarp cover or something simular

^^^^ ... that or perhaps he had some kinda' funky "quick-tie-up" for the pier. I looked at some clips and hardware online and didn't see anything that matched it.

I can offer that it's a type of quick connector. When used with an identical part, the 2 parts are hooked together by lining up that beveled slot on both sides. Once engaged, it would take some freak incident to line the slots up again on their own, yet anyone wanting to release the 2 parts can do so quickly and easily.
