Sealant/Caulking impeding garboard drain

As the title says; I found some extra sealant/caulking impeding the flow of water out of the garboard drain. Any tips on how to get rid of it? I don't want to yank it out with pliers in case it pulls good sealant out and causes a leak.

A sharp skinny blade would cut it out. or a drill of the proper size to not damage the threads. The big question is, did someone else re-seal it because it was leaking? And if it was, how wet did the wood on the transom get?

Good idea. I'll see if I have a small exacto. It's a VEC boat so transom is high density foam. Not worried about rot. However, not sure if it would still absorb water.
