Bottom paint, antifouling suggestions and help

Hello All
Last fall i noticed tiny bubbling and sometimes flaking on by boat after i took it out of the water. (in lake all season, first time left in water in 35 yrs). After research and asking some folks its looks like its the paint blistering or surface osmosis..see pictures. its hard and shiny underneath where it flaked off, no pitting etc., so i think the gel coat is in good condition.
Assuming sanding and paint is the solution, can someone recommend a paint? Colors look limited can they be tinted or color matched?
I have a boating friend that has storage, jack, and someone who will paint the boat for 200 plus material.

I would do some paint remover (fiberglass compatible type) and then sand the hull a bit (at and below the water line). Then do a barrier coat and then antifouling paint.

Anti- foiling paints come in a variety of colors (white, black, blue, red, green) but never seen then color matched, if that is what you are asking.
