Some states have titles for any boat, some require just a registration card, check with your state to see what the requirement is. When I purchased my boat in WI, all I had was a Bill of Sale and the registration card, Got to Fla and they issued me a Title and Boat Registration to keep in the boat.

+1 to above post. Here in Maine you only need a bill of sale to register

What's needed all depends on where you live, so check locally, if you need a title, well, then you need a title to use the boat.

check your local laws, etc. some places do not need registration or title if you never put a motor on it (small row boats, etc). some places require a title for the boat, trailer, and outboard motor.

in many cases, a boat without paperwork is a yard planter
