I live in saint clair shores. My boat is on a trailer but stays in the canal all year.. it is a 17 foot 1969 chrysler courier tri hull.

I paid 700$ for the boat. I have been quoted by ten people around 1000$ for a snap on two piece canvas boat cover.

Is it realistic to want to pay around 400$ - $600 for what I am looking for?

Also, if you have any recommendations on anyone to call for this job... I would greatly appreciate it. Thank you for your time

The price quoted to you seems reasonable I doubt you will find a quality one cheaper.

with the material alone well over $300 (10 yards sunbrella canvas, webbing and snaps) you gotta pay the guys labor. to get into the range you want, look for a good deal on a used heavy duty walking foot sewing machine and sew your own.

Sunbrella canvas, UV treated thread, Stainless steel snaps, Stainless steel support poles, 1" webbing, and roughly 6 hours labor (figure $50 per hr). $900-1000 is the right price. You can find it cheaper but you'll get what you pay for. Second rate materials and a less than professional result.
