Mari Battery Charger - Allocating Amps to each Bank?

Typically, with marine battery chargers if I had a 20amp charter capable of charging two banks (2 batteries) and one of my batteries was fully charged and the other was only 60% charged would the battery charger apply 20amps to the partially depleted battery, or would it only use 10amps per bank no matter what?

It depends on the charger. A good charger should dynamically throttle the amperage per bank.
