3.5 hp kicker

Is a 3.5 hp kicker motor strong enough for trolling on a 19 foot bayliner capri.

Would depend if your trolling without wind and current or against wind and current. I would say yes most of the time. We trolled for years with an electric trolling motor on a 17' boat

If weight is the reason to go so small, I'd go with a little more HP. When I was shopping for an outboard for my 10' portabote a couple years ago, I found that the 3.5 and the 6HP Tohatsu weighed the same, so I went for the 6. If you already own the 3.5, try it out and see if it'll do the job for you.

At WOT it should provide adequate speed for inland trolling. But it will ne noisy and rattle and use a lot of fuel. Aside from that it would have little utility for anything else. A 9.9 with a sailboat prop will do what you want as well, but will also get you home in an emergency.
