I mount my base to the side rail, then use a wing nut to anchor the downrigger to the base. The base is always there, but it's only about 4 to 6 inches square and 1/2 inch high. I guess it would depend on the size and type rail you have, and the size and type downrigger. This works on my 61 Crestliner with cannon downriggers, or scotty downriggers.

Invest in some short sections of tracks from Traxtech, google the company, they have everything you need.

You'd probably be find just using tab lock bases. The base stays, but you can slide the DR in or out. They also have bases that will fit into a rod holder mounted flush to the gun whale, which is a nice way to go. As stated above, rail mounting is also a good option.
