Yamaha F115 ISC valve

I have a 2012 Yamaha F115 that have idling problem. It idles rough, then stall. I then took out the ISC valve, spray it with sea foam, then WD40. It then seems to idle a little better. First, it would go up to 1500 - 2000 rpm, then go down to 800 rpm. But then it would surge and slow between 1500 rpm and 700 rpm, then it would stall again. I tried to clean the ISC valve again, but no changes.
But what I notice is that I cannot move the plunger. I tried to wiggle it and felt that it can be moved form side to side a little. But when I tried to move it up and down, it doesn't. But my motor did go from 1500 rpm down to 9-700 rpm, so the valve must be working, right? Wonder what else I can check before I have to pull it out of the water and bring it to the mechanic. There were some changes to the 2012 Yamaha F115, and I don't think it has an air screw anymore.
