1990 Yamaha 85 outboard

Can someone tell me, do I have to have my 1990 85 Yamaha at 2000 rpm. in order to adjust the 3 carbs? It's running rough in neutral and the same in slow forward. I've changed the plugs (0.35 gap) and did the sea foam thing to her but no luck. Thanks! Kevin

clean the carbs and set up like service manual calls for.
No no need to run and adjust at 2000
