Yamaha 9.9 won't go into reverse

I have a 1994 Yamaha 4-stroke 9.9 (kicker motor on my Crestliner). It runs like a dream. Never had any major issues with it. The last few times out it was sort of hard to get into reverse. Yesterday coming back to the dock it would not go into reverse. I disconnected the control cables. The cables (not connected to anything) are kind of hard to operate, but they do move. Using the lever on the side of the motor, it will not move into reverse. Doesn't seem to be anything obstructing the linkage, just won't budge. I am not overly familiar with outboards, but I know a little.

First question is, how do I make the control cables operate more smoothly? Is there a way to lubricate them, or is the reason they are hard to operate due to something inside the controls box?

Second, is there a quick way to determine why the motor won't go into reverse?

Thank you.

No, no noises. If I slowly spin the prop and try to put it into reverse, it will drop into reverse.

it is normal for a motor that is not turning to not go into gear
shift dogs have to line up, so turning motor or the prop shaft helps.

Cables bent too hard or just going bad can cause cables to be hard to move
