Alarm sounds at Low RPM, no water coming out of tale tale (2005 Yamaha T60TLRD)

I have read many different forums about the poppet valve or high pressure valve. However, I cannot find one for a 2005 Yamaha T60TLRD. I have looked everywhere. The alarm sounds at low RPM and water starts to flow when I get above 2000 RPM, at idle, no good.
I read that "The valve is closed at low speeds so that the thermostats keep the cylinder head and block temperature close to 140 degrees for better combustion and resistance to fouling plugs and carbon buildup. At high speeds, when internal combustion temps are high, the valve opens and water flows thru the block at a higher rate and the motor water temp stays cooler."

I am not sure any 60 had one.
Have you thought about water pump replacment?

I changed the impeller last year. I figured it was working since at greater than 2000 RPM, everything is fine. Could it be that the impeller and water pump are active when the engine is less than 2000 RPM's and over 2000RPM then the water is controller by the thermostat?

nope,
If the pump is not pumping enough at low RPMs it will not fill the block up with water to cool it.
higher rpms gets more water flowing
