1996 65 HP Suzuki Lower unit

I recently purchased a Suzuki DT65 1996 motor. I removed the lower unit and there looks to be a 1/2" plate/spacer beneath the water pump. This plate lists up about a half inch, the the gear oil leaks out. Is this normal? Is the spacer sealed when its mounted back on the motor? I've attached a couple pictures.

if looking for info still I believe there should be a gasket between all of the sealing surfaces.
Look for corrosion problems also

it only lifts up less than a half an inch. I tried looking in there and didn't notice any type of gasket or seal. Is g mounted to the motor what holds it together. I have dealt with many motors before and have never seen a design like this
