2004 yamaha 90hp 4-stroke

starts and runs fine will not go into forward or reverse, visible linkage on top of motor appears to be working properly, any ideas?

check to see if the linkage that is not visible is moving also.

Drop lower unit and shift by hand to make sure something in lower did not go south
