Suzuki DT6 cylinder head repair or replace (?)

1987 two stroke DT6. Purchased it used recently--owner said it hadn't been used for years and he wasn't sure of the condition. It looked like it was only lightly used after I cleaned it up. Started on second pull. Water shooting out the bottom of the tube on the face of the cylinder head and only dripping out of the water pump exit tube. I can put my finger over the end of the tube and the water will then stream from the exit tube. Motor has been used very little--I assume someone left it in their garage over the winter and water in the tube froze and expanded and popped the cap off the end of the tube. I don't really want to spend the money for a new cylinder head--anybody have any opinions as to whether or not this can be repaired? Take cylinder head off and see if I can find someone to weld a cap over the end of the tube? Any better ideas out there? Thanks in advance.
