1995 C115 timing Adj.

1995 C115 Symptoms were running very rich and fouling plugs. Bogging badly mid range and lucky to get it into a higher rpm range(4000-higher). Pulled carbs, cleaned and installed carb kit, new fuel pump, new plugs. Took to the lake this weekend and still hesitates coming out of the hole, if you push it hard, engine will stumble and die. If you "feather it" i can get it past that point and it runs great. Boat planes around 3500 and runs great, pulled the kids around on the tube. Idle is Ok but could be better From what i have read I can only check timing with the boat in the water, in particular WOT. I dont have a test prop or a tank big enough to check at home. Other 115 models you can do it without the engine even running. From other experience, is this true? I have a seloc manual but it could be better with the timing instructions. Am I chasing my tail or possibly on the right path?
