Suzuki DT 40 electrics and pull start question

Hi all. Just bought a dory (Boston whaler, I think in the US) with a 1980's DT40 pull start outboard. With info gleamed from this great forum, I have cleaned the carb, replace gear oil etc and if goes fantastic........ However. I have found on the CDI box that two cables which look like earth tags, are not connected. Should they be, despite is goes ok? Also on the pull start there seems to be a broken piece as per photo. Do you think it's ok or should I replace it because it could cause major problems? One last question, can I take a 12v supply from it for my fish finder, or should I just fit a small battery? Thanks in advance.
