Starts fine but idles at high rpm and I have to choke it down to make it run slower??

This Yamaha 4HP 2 stroke 1994 model #4MSHS engine was used last fall around Sept 2013 and all was fine, and after sitting (I emptied fuel) I tried to start it with no luck. I checked and had no spark, so I disconnected the kill switch and it started right up. Now when it starts it idles like it is running at full throttle and I have to close the choke almost all the way to get it to slow down. I have blown some points on carb with carb cleaner, but I have not removed the carb, yet. Could this be a diaphragm in carb? Any help is much appreciated. I am going to order a new kill switch for it, but I also want to tackle this issue of running idling at high speed? Thanks in advance.
