yamaha 30hp fuel tank issues

I have a 1990 yamaha 30 hp. My problem is I have to put a crack in the fuel tank cap to keep it from running out of fuel. I have new fuel tanks and fittings. I also have new fuel lines and fuel pump. Motor runs great when I leave a crack in the fuel tank. I know it should be closed can anyone give me suggestions. Thanks

I still leave my tank cap slightly loosened...so it can breath just a bit....

Running out of fuel, or pulling vacuum? Do you have a tank vent anywhere?
