Suzuki Faria Tach Hourmeter Not reading Hours

I have a 2013 Caravelle 19EBO outboard bowrider with a Suzuki DF115A motor and Faria gauges. I have a few questions about the Faria tachometer (see note below):

1. The tachometer doesn?t return to zero when the key is turned off. It reads just over 200 rpm. Shouldn?t it return to zero?
2. Engine hours are determined by reading the tach and counting the number of flashes of the rev-limit light when you turn on the key for a few seconds before starting. A table in the manual shows the relation between tach reading, number of flashes and engine hours. It hasn?t moved above the 200+ rpm point even after many hours of operation. Either the tach is defective, the wiring isn't correct or the motor's computer isn't sending the correct hour signals. How can I troubleshoot this?

Don't tell me to see my dealer. He's hopeless.

The tach doesn't return to zero with the key off is normal. It might or might not. It must return to zero with the key on not running though. Can't help with hours reading.
