Suzuki 9.9 oil injection motor very warm water tell tale

Hi all I'm new to the forum but seen lots of useful info on here . I've just brought a 9.9 hp Suzuki oil injection outboard around 1993 and with it running in a 205 lt drum the water out of the tell tale gets very warm very quick . The previous owner has told me that he replace the impeller so I'm thinking either there is a broken bit blocking the tube or the thermostat is not opening . Any suggestions would be kindly appreciated . Also does anyone know an acceptable temp for the water out as I can test it with my infa red thermometer

pull the stat and test it

Not sure what this means "with it running in a 205 lt drum"

Now fixed , removed the thermostat and tested and all was ok . Removed the lower leg and impeller was shaft was almost seized , removed the impeller housing and found old parts of impeller so cleaned up refitted impeller and all is well
