1984 Suzuki 115 Starts and revs high, idle drops and it dies. HELP!

Hello,
I have a 1984 Suzuki 115. When you start it, it idles extremely high. Then when the high idle drops to whats supposed to be its normal idle, It immediately stalls. You can start it right back up, it revs up to about 2500 rpm, tries to drop down and it stalls immediately. It has the idle know located on the side of the electric panel above the cdi. It doesn't make a difference if you increase or decrease it. All 4 carbs were just rebuilt, brand new mikuni fuel pump. It runs good when it runs, firing on all four. There is no mechanical adjustment for the timing. It starts similar to a fuel injected vehicle, by which i mean that it starts at high idle and as it warms the idle drops to a normal idle rpm. Any ideas where to start? I also would like to know if anyone can tell me how to ohm the throttle position sensor? Its beating me up and running my wallet dry. Please help.
