Yamaha 1998 200hp 2 cycle won't go over 2600rpm??!!

I changed the 10 micron filter, the motor's two LPFPs, cleaned the filter at motor's side. Engine starts good, idles fine, cruises well at any rpm under and up to 2600rpm. When throttle is pushed to WOT, rpms remain a solid 2600, no misses, no sputter, no alarms. Pumping the fuel bulb has no effect on rpms however, when the motor is choked, the motor will drop down to a near stall and then rev up to say about 3200rpms and then drop back immediately to 2600rpm. Any thoughts appreciated . . . .
