1999 yamaha excite 135 major problem

So me and my brother have been looking at my dads boat and we have a problem you see the motor turns over but will not start without using starter fluid and then to top things off while it is on the water once we hit a certain speed we instantly lose rpms and then the boat shuts off D: please if you can provide any assistance all help is welcome!!!

You should post this in the yammy motor forum. My thought is you have a fuel delivery problem. Carbs need cleaned or rebuilt. Fuel pump, filter, hose, tank vent all need checked and replaced if bad.

Oh and lay off that motor ruining fluid.
