Yamaha 8hp tilt problem

On my sons Yamaha 8 hp, the tilt works just fine when the boat is on the trailer. Runs smooth, goes up and down smoothly. When in the water the trim motor still runs smoothly but the boat motor does not move up unless you pull on it while operating the tilt switch. Makes no sense, water here is not that thick. Any ideas?

is that in gear under a load that it will not move?
Some motors are power tilt and trim while others are just power tilt with out the trim

Posting the complete model # helps identify the motor

The motor is 8hp hi thrust, electric start, electric tilt not trim. The problem occurs with the engine running or shut off if in the water. I don't have ready access to the motor to get the exact model.
