2005 Yamaha 115 outboard 4 stroke wont get past 2500 RPM's

My 115 Yammi outboard will not get past 2500 RPM's. Cleaned all the injectors, fuel lines tight cleaned filters tank vents well. Any ideas?

what is the rail pressure at problem RPM?

Dont know. What should it be? Is there a fitting on the rail that I can hook a guage up to? Just for arguments sake if the pressure is good where to next?
