2000 Yamaha z150 No Power

I just mounted a 2000 Yamaha Z150 on my 19' sea fox center console I didn't realize when I bought it but it was a long shaft so to fix the height problem I mounted a jack plate and got it mounted to the right height. The motor will not rev over 3500 rpm when in gear a wot is there a something that I am missing as far as a reset switch or something? It is getting oil from the remote reservoir and the fuel filter is staying full. It has a 23 pitch prop on it any thoughts would be appreciated! Also there is no issues with it starting or idling it is smooth and will idle in gear with no issues.

might look here to see if you can find something like your set up to see what prop they used.

You can have a Yamaha service shop put a Yamaha test wheel on and run in tank to make sure motor is running up to snuff
