Yamaha 115 Odd Idle Behavior.

I have a 1994 Yamaha 115 2 stroke and when at idle it will get to the point where it sounds like it may stall and then momentarily revs up on its own. Any ideas what could cause this? I've changed the plugs and put in fresh gas and changed the fuel filter. Here's a video: IMG 2581 - YouTube
