1989 Yamaha Enduro 30hp ELF. Will any 703 Controls fit?

Hi everyone. I located a set of Yamaha controls, 703. Just wondering will they fit a Yamaha Enduro 30hp Outboard. This outboard does not have electric start. From the picture, I can't see where this will hook up to the gears manually, speed and forward/reverse? Is there more required for these controls to be a complete set? Here's the picture, it's from kijiji and he says "Mint shape Control box for any mid size outboard/OEM Yamaha unit/Model 703/comes with ignition key and 16 ft 10 Pin cable/$ 300 firm"
