Yamaha 1993 C85TLRR Carb rebuild question: Float height.

Hi all so I'm rebuilding the carbs and I trying to figure out the service manuals recommend float height. I assume it means 19.5mm, but that's too high to be possible. I've attached an image can someone explain to me how to read these measurements correctly? Currently the carbs leak when lifted up so I assume this is the reason why? Also noticed my spark plugs have a bit of oil on them could the float height be the reason why? The Compression is fine.

may need to explain why you think it is impossible

My C40TLRX has a setting of 15mm +-1.0 and the reading is taken with carb upside down

Well my caliber has it much too high to seem possible to me. Can you explain in detail exactly how you do these measurements and am I correct with 19.5mm assumption? what exactly does the +- part stand for? The image attached is how I'm measuring.
