suzuki df40 2003 starts runs but won't go pass 3000 rpm

Hi
I was rently given a 2003 df 40
Now, the engine has been sitting up for 5 years
Long story short.... it was a diode on the engine that was out, now that's fixed
I also put in a water pump kit
Now engine starts and runs good till I engage the throttle and speed it up to 3000 rpms
Then it starts missing and it won't get on the wave
So I thought it was bad gas
I changed spark plugs at this point
So I hook up my motor to the ear muffs
And drained all the gas and put fresh gas and ran the engine as fast as I could with out it missing (2800)
then the temp alarm goes off and rev limit
Motor is pissing correctly
I'm thinking it's a sensor putting the motor in safety mode but I'm new to 4 strokes
Not sure what to do next

Neutral switch on engine is stuck.

Does one that old have an ESG device? I don't fully understand what that is but it can limit RPM's.

Def sounds like a sensor and yes the neutral switches are know for breaking but since the motor has been sitting for that long period I would take a peek into the vst tank. Just Saying
