Removing Yamaha 9.9 2-stroke shift linkage

Hi,

I am trying to replace the impeller on a 2001 Yamaha 9.9 HP 2-stroke motor. Manual says I have to remove the shift linkage connecting nut. It is connected by a pair of nuts - a large one on top and a locking one on the bottom. I have moved the bottom nut out of the way and I am assuming I must now rotate the top one so it moves UP, separating the shift linkage from the lower unit. Does this sound right?

I can not move the top nut. I have tried using some WD-40, including running some down the shift linkage from the top. When I try to turn the nut, I can tell it is stuck to the shaft. So my question is, on a scale of 1- 10 where 1 = be gentle, keep spraying WD-40 and wait hours if necessary, and 10 = just torque that wrench and it will give, what should I do?

may need to cut the shaft and then replace it if it is stuck and will not come loose
