Yamaha Enduro 8hp (1984?)

Two questions for the smart masses;

1) I'm having trouble determining the year of this engine I just inherited.
2) The tiller handle is broken off (bracket and all) so I'm looking for a throttle/shift lever to mount.

I've attached a picture of the side plate for use in determining the year and if anyone can point me in the right direction to a control unit, thank you.
