Can't get reverse to engage on a 1994 25 HP Yamaha

I just changed the water pump impeller on my 1994 25 hp Yamaha. I hooked everything back up but now I can't get reverse to engage. I've tried adjusting the nuts on the shift rod, but all I can get it to do is grind but not engage. Does anyone know what I can do to fix it?

I had the same issue but with a 40 HP. Itook the lower end off and when I palced it back I must have done something with shifter etc.. I t drove me nuts 10 times I took it part and put back. Finally tech told me to push shifter all the forward, and make sure the shifter spline on lower end is turned clockwise (you'll know when prop turns clockwise) Then mate upper and lower an listen for clinck when you rotate prop.
