Yamaha Waverunner not turning over

We have 2 1999 Yamaha Waverunners 760. Tried to start one yesterday that has been sitting for one month w/o gas in tank. Filled up the gas tank with Marine gas and two stroke oil. When we push the start button it cranks over two times then nothing. Took out the spark plugs and it cranks over fine. Installed new spark plugs and it did not crank but the usuall two times then quits. Changed out batteries from the Waverunner that works fine but that didn't work either. Any ideas we can try?
