25 HP suzuki 3 cyl losing water pump pressure, do these have poppets or pressure regs

Well the girl with the probs is a late 80's or early 90's 3 cylinder suzuki 2 stroke. It starts up and p's excellent, good pressure, run around the lake good pressure, then suddenly not much pressure when you back off of it. It had a new water pump put in it by a shop less than a few months ago.

I'm suspecting a poppet(pressure relief) valve sticking. I didn't see one on the parts diagrams. Do these motors have these or do I need to keep guessing.

small outboards normally do not have a PRV, but I know very little about the suzuki 25.
Maybe it is just the tell tail plugging up from time to time,
