1988 Yamaha 25 hp. precision blend outboard - Starting after long storage

I have 1988 25 hp Yamaha precision blend outboard that has not been run
for 3 years. What is best procedure to start safely without causing engine damage?
I am aware of using 50:1 gas/oil initially and idling but is there more I need to do?

make sure it is pumping water, you do not want it to overheat.
