Opening a Yamaha Inline Fuse Holder

Engine, jackplate are dead on my 2000 40HP 2 stroke Yamaha - I'm pretty sure its a fuse BUT I can't get the stupid thing open. Seems like/looks like I should just be able to twist it and it should open but its oily/slippery and tough to get a hold on. And I'm reluctant to start twisting with pliers if I'm not doing it right.

How do I open the Inline Fuse Holder??????? Thanks

wipe off the oil with some acetone, carb cleaner or similar, so then you can get hold of it.
